Summary
Celestica is looking for a Trade Compliance Specialist to lead our export control and regulatory strategy
across our design engineering centers in Malaysia. In this role, you will be the primary authority on the
Malaysian Strategic Trade Act (STA) 2010 and U.S. Export Administration Regulations (EAR) as they
relate to the work Celestica undertakes in Malaysia. The successful candidate will ensure that our
technology transfers, hardware shipments, and engineering collaborations comply with local and
international laws while supporting our fast-paced New Product Introduction (NPI) and Product
Licensing cycles.
Detailed Description
Performs tasks such as, but not limited to, the following:
- Lead and maintain Celestica’s Internal Compliance Program (ICP) for Malaysia, ensuring
sites meet all MITI requirements for Bulk and Multiple-use permits. - Navigate the intersection of STA 2010 and U.S. EAR, ensuring seamless compliance for
U.S.-origin military technology and dual-use items. - Implement and audit controls for Intangible Technology Transfer (ITT), managing the cross-
border exchange of technical data, software code, and schematics via digital platforms. - Direct visitor and personnel compliance vetting against STA 2010, EAR, ITAR, and global
regimes to secure necessary government authorizations for facility and technology access. - Assign and validate ECCN (U.S.) and Strategic Item List (Malaysia) classifications for high-
complexity goods in Aerospace, Defense, Capital Equipment, and Cloud Solutions. - Leverage SAP GTS to automate trade compliance workflows, including restricted party
screening, export license determination, and managing GTS Blocks to prevent non-compliant
shipments. - Act as the primary site point-of-contact for the Strategic Trade Secretariat (MITI/STS) and
Royal Malaysian Customs for audits, inspections, and disclosures. - Lead investigation efforts and ensure timely reporting of any unlawful disclosure of strategic
technology to relevant authorities. - Administer and deliver mandatory trade compliance training programs to ensure continuous
site-wide regulatory awareness. - Maintain a comprehensive, auditable record management system for all security vetting,
permits, and compliance training logs. - Execute critical trade compliance documentation, including the completion of End User
Statements and comprehensive End Use Determinations (analyzing product type, aircraft
classification, and usage). - Develop and administer critical trade compliance documentation with meticulous revision
control - Reviews, recommends and implements enhancements / new systems required by business.
- Implements and ensures adherence to SCM policies and practices.
- Coordinates site internal audits to highlight issues, assist in audit readiness and ensure corrective action plans.
Knowledge/Skills/Competencies
- Deep expertise in STA 2010 and U.S. EAR. Familiarity with ITAR and EU Dual-Use
regulations is highly desirable. - Must have an excellent sense of discretion and sensitivity when handling data governed by
privacy regulations. Must be self-directed and able to work under minimal supervision. - Working understanding of U.S. Export Administration Regulations (EAR) and ITAR, including their application to non-U.S. entities.
- Hands-on experience applying for Single-Use, Bulk, and Multiple-use permits via the MITI/STS e-Permit system.
- Knowledge of recent 2025/2026 directives requiring notification for high-performance AI chips and accelerators.
Physical Demands
- Duties of this position are performed in a normal office environment.
- Duties may require extended periods of sitting and sustained visual concentration on a computer monitor or on numbers and other detailed data.
- Repetitive manual movements (e.g., data entry, using a computer mouse, using a calculator, etc.) are frequently required.
- Some travel may be required.
Typical Experience
- Minimum 5-7 years of experience in export controls or trade compliance, preferably within
the Semiconductor, Aerospace, or EMS industry. - Proven ability to interpret engineering drawings and technical specifications for classification
purposes. - Proficiency in SAP and GTS modules is required.
Typical Education
- Bachelor’s degree in Law, International Trade, Engineering, or a related field or consideration of an equivalent combination of education and experience.
