Summary

The Manager, HR Learning & Development leads the Technical Training strategic development, execution, and continuous evolution of Celestica’s technical and process capability‑building programs. This role provides leadership in identifying organizational training needs, designing scalable learning solutions, and ensuring training excellence across manufacturing functions. The manager will partner cross‑functionally to uplift workforce capability, support operational excellence, and align learning initiatives with business objectives.

Detailed Description

Strategic Leadership & Program Management

 

  • Owns and drives the overall technical and process training strategy, including governance frameworks, trainer certification standards, competency development pathways, and performance measurement systems.
  • Establishes and maintains policies, methodologies, and long‑term improvement plans to ensure training programs remain effective, standardized, and aligned with business goals.
  • Leads end‑to‑end oversight of the training lifecycle—from needs analysis to solution design, execution, evaluation, and continuous improvement.

 

Learning Design & Delivery Excellence

 

  • Oversees the creation and delivery of high‑impact training programs through both classroom and on‑the‑job platforms, ensuring consistency, quality, and scalability across sites.
  • Provides subject‑matter leadership to trainers and training teams, ensuring high delivery standards and coaching them to continuously improve instructional skills.

 

Stakeholder Partnership & Performance Consulting

 

  • Collaborates with operators, engineers, production managers, and cross-functional leaders to diagnose skill or process gaps and implement effective learning interventions.
  • Leads investigations into process and performance deficiencies, formulates data‑driven recommendations, and ensures learning solutions address root causes.
  • Engages senior leadership to align training investment with operational priorities and business outcomes.

 

External Partnerships & Curriculum Development

 

  • Builds and manages strategic partnerships with technical institutes, community colleges, and external training providers to expand training opportunities and support pipeline development.
  • Co-develops or adapts external curricula to meet Celestica’s technical competency needs.

Knowledge/Skills/Competencies

  • Deep knowledge of manufacturing processes, preferably within the Electronics Manufacturing industry.
  • Being Certified IPC Trainer (CIT) is an advantage.
  • Strong understanding of documentation processes, quality systems, and ISO standards.
  • Knowledge of Learning Management System (LMS) and HRIS system, such as SAP HR, MS Office Suite, documentation control systems, Google Platform etc.
  • Demonstrated strength in training delivery, facilitation, coaching, and curriculum design.
  • Exceptional analytical, problem‑solving, and performance consulting skills.
  • Excellent communication skills, both one‑on‑one and in group settings; strong English proficiency.
  • Ability to influence and collaborate with diverse internal and external stakeholders.

Typical Experience

  • More than 10 years of progressive experience in Learning & Development, including technical training in a manufacturing environment.
  • Proven experience leading training programs, designing structured learning solutions, and managing cross‑functional training initiatives.
  • Experience in high‑volume manufacturing or electronics operations preferred.

Typical Education

  • Bachelor’s degree in relevant field, Engineering Degree strongly preferred.
  • Advanced certifications in L&D, training design, or process excellence considered a plus.
