We are currently seeking an ITAR/Export Compliance Manager to ensure Celestica's export operations are in compliance with government International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR). The successful candidate must be willing to accept the designation of “Empowered Official” for ITAR.

Detailed Description

Performs tasks such as, but not limited to, the following:

  • Develops and updates export policies and guidelines as needed. 
  • Evaluates product specifications based on export regulations, classifies items, and identifies any special instruction or requirements to employees and customers. 
  • Conducts education programs and performs due diligence to ensure compliance to country regulations. 
  • Conduct audits of sites managing ITAR programs, and ensuring Technology Control Plans are up to date and complied to.
  • Responsible for writing and implementing Manufacturing License Agreements (MLA) and Technical Assistance Agreements (TAA). 
  • Responsible for writing and implementing Department of State licenses and Bureau of Industry & Security export licenses.
  • Responsible for process development, re-engineering, implementation and training relating to operational improvements or legislation changes related to area of responsibility. 
  • Acts as a liaison with government bodies including, Commerce and State Departments. Assesses feasibility of programs with implementation requirements, establishes roll out plan, and initiates program execution.
  • Manages Celestica’s CTPAT program covering the US, Mexico and Canada.  Oversees compliance to other country supply chain security programs (AEO).
  • Interfaces with various levels of Celestica management to ensure processes are in place and working such that we maintain compliance with ITAR and export compliance processes.

Knowledge/Skills/Competencies

  • Excellent knowledge of the aerospace and defense industries and the manufacturing environment materials and processes. 
  • Strong knowledge of the ITAR and EAR rules and regulations.
  • Ability to identify and resolve high complexity process/system problems using financial, analytical, and/or statistical models.
  • Ability to communicate effectively, both verbally and in writing, with a wide variety
  • Knowledge of basic computer applications such as Word, Excel, Power Point, and multiple business applications.

Physical Demands

  • Duties of this position are performed in a normal office environment.
  • Duties may require extended periods of sitting and sustained visual concentration on a computer monitor or on numbers and other detailed data.
  • Repetitive manual movements (e.g., data entry, using a computer mouse, using a calculator, etc.) are frequently required.
  • Occasional overnight travel may be required.

Typical Experience

  • 6-8 years of relevant experience in US export compliance.
  • Strong knowledge of the ITAR and EAR regulations.
  • Experience with ITAR and EAR license applications.
  • Experience with SAP Global Trade Services Module preferred.

  • Bachelor's degree in related field, or consideration of an equivalent combination of education and experiency.
