Summary
As Part of the Global Logistics and Trade Compliance (GLTC) team, this US-based role acts as the operational lead for US and Canadian export regulatory compliance. With Celestica’s HPS and ATS divisions expanding into advanced AI servers and military/dual-use design, this position is vital for ensuring strict adherence to both the U.S. Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR). This specialist will drive the management of U.S. Department of Commerce controls and safeguard secure collaboration across all global design teams.

EAR & AI Program Execution: Enforce strict compliance with the EAR for high-performance GPUs and AI nodes. Manage export restrictions—specifically regarding Regional Stability (RS) and Anti-Terrorism (AT) controls—to ensure no unauthorized exports occur to Country Group D:5 restricted countries.

AI & Advanced Tech Compliance: Monitor, interpret, and apply complex export regulations related to emerging AI server architectures.

Site Controls & TCPs: Implement and administer Technology Control Plans (TCPs) for US manufacturing and design sites, actively managing physical badge access and secure IT infrastructure.

Collaborative Tools Management: Ensure global engineering teams utilize approved, secure environments (e.g., PLM Collaborative Space) rather than standard cloud workspace tools for all export-controlled technical data.

Systems Integration: Leverage SAP Global Trade Services (GTS) to enforce U.S. export controls and ensure standard, integrated data flows from NGPLM to SP2 (MES) and ETQ remain fully compliant.

Systems & Data Management: Oversee the secure transfer of controlled technical information using approved file transfer processes (e.g., Print-Crib and Globalscape EFT) in place of standard email. Ensure all export-controlled manufacturing data is properly segregated within on-premise IT systems.

Global Authorizations & Permitting: Drive visitor compliance vetting against ITAR and EAR frameworks to secure necessary U.S. government authorizations for facility access. Manage the application for, and maintenance of, essential export permits.

Regulatory Governance: Serve as a standing member of Export Compliance Councils, contributing to strategic policy discussions regarding emerging AI restrictions and U.S. sanctions.

Cross-Functional Training: Deliver tiered Trade Compliance and Controlled Goods training to global engineering, supply chain, and operations teams, fostering a culture of strict compliance across non-traditional Aerospace & Defense (A&D) teams.
Knowledge/Skills/Competencies

10+ years of professional experience in Trade or Export Compliance.

Deep, practical knowledge of the U.S. Commerce Control List (CCL), ECCN classifications, and ITAR frameworks.

A strong sense of discretion and sensitivity when navigating end-use determinations and global restricted party screening.

The confidence and assertiveness required to halt shipments, enforce export pauses, and execute GTS blocks when regulatory risks are identified.
Physical Demands
Duties of this position are performed in a normal office environment.
Duties may require extended periods of sitting and sustained visual concentration on a computer monitor or
on numbers and other detailed data.
Repetitive manual movements (e.g., data entry, using a computer mouse, using a calculator, etc.) are
frequently required.
Occasional overnight travel may be required.
Salary
The stated range includes Base Salary and target Short-Term Incentive (STI) compensation only. A comprehensive benefits package is offered in addition to this range.
